The Government of Japan has officially nominated Masahiko Metoki, the current Director General of the Universal Postal Union (UPU) International Bureau, as a candidate for re-election during the upcoming 28th Universal Postal Congress scheduled to take place in Dubai, United Arab Emirates, in September 2025.

Metoki has been a prominent figure in the postal sector, having served as Chair of the Postal Operations Council since 2012, where he focused on the operational and technical aspects of postal services. He was first elected as Director General of the UPU International Bureau at the 27th Universal Postal Congress in 2021. Since assuming this role, Metoki has been instrumental in enhancing the UPU’s functions and implementing significant financial reforms. Notably, he is currently the only Japanese head of a specialized agency within the United Nations.

Japan believes that Metoki’s extensive experience and proven leadership have garnered high regard from the international community, making his re-election the most suitable choice for the Union. The Japanese government is committed to securing support from member countries to ensure Metoki’s successful election, reinforcing Japan’s dedication to advancing global postal cooperation and development.
